Petition to the House of Representatives:
We urge you not to reauthorize Section 702 of the Foreign Intelligence Surveillance Act absent major reforms.
Section 702 was intended to be used for threats posed by hostile foreign powers or international terrorists, but domestic law enforcement agencies have exploited it to conduct searches of US persons' communications without a warrant or even suspicion of wrongdoing.
Section 702 must be reformed so that warrants are required for intelligence and law enforcement agencies to access the information of US persons. Reforms are also needed to make sure entirely innocent US persons do not have their communications swept up or stored in a database. Under no circumstances can Section 702 ever be allowed to become permanent.
Without these reforms Section 702 poses too great a risk to our constitutional rights to be reauthorized.
Section 702 must be reformed--or rejected.
