Over the past two decades, the Pentagon has conducted operations in at least 20 countries, conducting drone strikes, directing proxy forces, and deploying American troops. Even senior members of Congress would be hard pressed to name everywhere the U.S. has a military footprint - and that’s by design. The Pentagon conducts war in secret using loopholes to the War Powers Resolution, denying even Congress knowledge of the true nature of the American war machine.
But the Constitution gives Congress - and only Congress - the power to declare war. Take action to end secret wars and hold the Pentagon accountable to Congress and the American people!
A half century after the passage of the War Powers Resolution, Congress - and the American people - remain in the dark about our foreign operations. Loopholes permit the United States military to train and equip foreign forces, proxies, paramilitaries, and even private individuals, all with limited Congressional oversight. The Pentagon routinely sidesteps disclosure requirements, and even once disclosed, news of foreign partner operations sometimes reaches a mere eight members of Congress. Without knowledge of when and where wars are occurring, neither Congress nor the American people can exercise oversight over the Pentagon war machine.
The Pentagon must not be allowed to continue to defy Congressional authority and accountability. Repeal of key provisions would restore constitutional war powers by mandating Congressional approval prior to deploying US forces or running train-and-equip proxy missions.
